Dear Sirs:

1. Tamil Nadu Newsprint and Papers Limited (hereinafter referred to as "TNPL"), owns and operates successfully a 400,000 tpa printing and writing paper mill at Kagithapuram and 200,000 tpa multilayer paper board mill at Mondipatti in the State of Tamil Nadu, India.
2. TNPL is also operating a Cement Plant of capacity 900 TPD utilizing the Lime Sludge and Fly Ash generated from the paper plant as Lime sludge and Fly ash Management (LSFM)
3. TNPL invites sealed Bids for design, manufacture, supply and erection & commissioning of Raw mill Girth gear & Pinion Assembly (hereinafter called `the Equipment') proposed to be installed at TNPL-LSFM. Bidders are advised to visit the site before submission of their offer, in order to ascertain the actual requirements of the equipment.
4. Qualification criteria:
   The Bidder shall be a reputed manufacturer having designed, manufactured, supplied, erected and successfully commissioned at least two (2) Raw Mill Size 2.8m X 11.5m long or higher size in the past ten (10) years. The bidder shall submit order references for the same.
5. A complete set of Bid Document may be purchased by any interested bidder on submission of a written application to TNPL and against payment of a non- refundable bid fee of Rs.1,180 (Indian Rupees One Thousand and One Hundred and Eighty only) (Rs.1000+GST@18%) by way of Demand Draft drawn in favour of Tamil Nadu Newsprint and Papers Limited, payable at Karur, Tamilnadu, India from the following address :

1. Bids shall be submitted, based on the guidelines set out in "Instructions to Bidders" enclosed as Part 2 of this Bid Document and shall be in conformity with the "General Terms and Conditions of Contract to be entered into between TNPL and the Successful Bidder" enclosed as Part 3 of this Bid Document and "Scope of Supply and Services" enclosed as Part 4 of this Bid Document.
   Bids shall also be complete with "Bid Form and Price Schedule", as specified in Part 5 of this Bid Document.
2. A single stage, two-envelope (Envelope A: Unpriced Techno - Commercial (UTC)
   Bid and Envelope B : Price Bid) bidding procedure will be followed. Accordingly, Bids shall be submitted in two (2) sealed envelopes as below:

7.4 All the envelopes, viz. UNPRICED Techno-Commercial (UTC) Bid & Price Bid and the outer envelope:

• shall be properly sealed.
• shall be properly superscribed as "UNPRICED Techno-CommercialBid" "Price Bid", "ORIGINAL" or "COPY", as appropriate.
• shall bear on the top left hand corner, TNPL's Bid Number as also bid opening date and time.
• shall bear on the bottom left corner the name and address including phone/fax numbers and email ID of Bidder.

1. The Unpriced Techno Commercial (UTC) Bid must be accompanied by a Bid Security of Rs.1,00,000/- (Indian Rupees One Lakh only) in one of the following forms:
2. 1. An unconditional bank guarantee issued by a bank located in India, acceptable to TNPL in the form provided in Part 2 of the Bid Document.
   2. A Demand Draft in favour of Tamil Nadu Newsprint and Papers Limited.
3. All bids must be delivered to the above address not later than 15.00 hours on 7th February, 2022 UTC Bids will be opened at 16.00 hours on the same day in the presence of Bidders' representatives who choose to attend. Names of Bidders together with the Nationality of manufacturers and suppliers and such other details as TNPL, at its discretion, may consider appropriate, will be read out. Price Bids of those who qualify in UTC Bids will be opened at a later date, which will be informed to the qualified Bidders.
4. Bids shall be submitted only as specified in Clause 16 of Part 2 (Instructions to Bidders) of this Bid Document and shall not be submitted by any other mode like telefax or e-mail.
