TNPL would like to procure ALKALINE SIZING CHEMICALS WITH ALKYLKETENE

DIMER (AKD) and four component Micro/Nano Particle Retention Drainage Aid/Biocide chemicals for Paper Machine no. 1, 2 & 3 against the above referred tender. In this connection, please find enclosed the following:

The tenderers are requested to go through the General terms and conditions of Tender, Technical Details of the Tender, Terms and conditions for Reverse Auction and Process Compliance Statement. The tenderers are requested to send one copy of the following duly signed in all pages in token of acceptance, along with the duly filled Technical cum Commercial Bid in a separate cover.

The Price bid (Annexure-IV) should also be sent in a separate sealed tender cover Superscribing Tender No and the Due date along with TECHNICAL CUM COMMERCIAL BID. Both the covers containing PRICE BID and TECHNICAL CUM COMMERCIAL BID are to be put in one sealed cover superscribing the Tender No and DUE DATE.

The due date for submission of TECHNICAL CUM COMMERCIAL BID and PRICE BID is 11.01.2022at 3.00 PM.

The Technical cum Commercial Bid will be scrutinized first and those who qualify in the Technical cum Commercial Bids satisfying all the tender conditions will only be considered for Price Bid stage.

Please note that the following points asked for in the TECHNICAL CUM COMMERCIAL BID are the qualifying factors in the Tender. Therefore, Tenderers who do not comply with the conditions with documentary proof (wherever required) will not be qualified in the Tender for price bid stage.

QUALIFYING FACTORS:-

  1. Tenderer should be a manufacturer in India or Overseas (Copy of registration certificate / GST certificate to be enclosed). In case of Dealer / Importer, authorisation letter in original from the Principal manufacturer and the Registration Certificate of the Manufacturer are to be submitted along with technical bid without fail.
  2. Submission of non refundable tender fee for Rs.590/-.
  3. Submission of Earnest Money Deposit.
  4. The alkaline sizing chemicals proposed by the tenderer shall have environmental protection agency Registration Number approved by Food and Drug Administration (FDA) or equivalent Agency / or FDA Compliance letter. Documentary proof for the above should be submitted along with technical bid.
  5. Tenderer should produce documentary evidence for having supplied the proposed Chemicals for Alkaline Sizing to a similar Paper mill in India or Overseas, either as an individual application or as a package, with a capacity of not less than 300 tpd operating at a speed of not less than 800m/min. The vendor should have performed the AKD chemicals run atleast for a period of one year in the last three years period.
  6. New vendors have to submit required sample of all the Chemicals for Alkaline Sizing with AKD for our Laboratory Evaluation. Only after Lab evaluation, they shall be considered for price bid stage. Existing supplier will be exempted from the submission of sample.
  7. Acceptance of terms of payment as per tender terms.
  8. Submission of tender within due date and time.

PRE BID MEETING (Through Video Conference):

A Pre-BidMeeting will be conducted on 05.01.2022 @ 3.00 PM through Microsoft team. The tenderers may attend this meeting in case of any clarification in the technical/commercial points.

PRICE BID STAGE:

At Price Bid stage, TNPL will follow the following methodology to finalise the tender:-

(1)Price Bid will be obtained from the tenderer in a separate sealed cover along with technical cum commercial bid.

(2)TNPL will fix the opening price and minimum bid decrement for the E-auction (Reverse Auction). The date and time of E-auction will be communicated to the technically qualified tenderers separately.

(3)After completion of the Reverse Auction bidding, on the same day TNPL will open the Price Bids of the qualified tenderers in the presence of interested bidders.

(4)The lowest offer received either through E_auction or through Price Bid whichever is lower only will be considered for placement of order.

TENDER FEE:Non Refundable Tender Fee of Rs.590/-(Includes GST of 18%) shall be furnished by way of Demand Draft drawn in favour of Tamil Nadu Newsprint and Papers

Limited payable at Karur.

Earnest Money Deposit (EMD):

An EMD of Rs.2,00,000/- should be sent along with Technical cum Commercial Bid by

  1. drawn in favour of TAMIL NADU NEWSPRINT AND PAPERS LIMITED payable at KARUR. Offers received without EMD are liable for rejection. Also please note that TNPL will not entertain any request for adjusting the EMD from the tenderer's due/running bills or from the EMD/Security Deposit of any other tender participated by the tenderer.

The EMD of successful tenderer shall be converted into Security Deposit and the same will be returned after satisfactory completion of order. The Security Deposit shall not bear any interest.

EMD amount will not bear any interest and will be returned to the unsuccessful bidders after releasing the order.

Further, if the bidders offer is not qualified as per the qualifying factor mentioned in the tender, their price bid will be returned back after releasing the order.

NOTE:TNPL is not bound to accept the lowest quotation and TNPL may accept or reject the lowest quotation or any quotation at its sole discretion and go for re-tendering in case the lowest rate obtained in the tender is considered higher.

TNPL reserves the right to reject any or all tenders at our discretion without assigning any reason whatsoever. TNPL is not responsible for any postal or any other delay in submission of bid on due date and in time.

TENDER NO: 212213004583 ANNEXURE - I - TECHNICAL DETAILS

SCOPE OF SUPPLY: (For Three Months.)

AKD SIZING AND RDA CHEMICALS (For an approximate 3 months M/c production of 1,14,000MT): PM#1-34,500MT,PM#2-36,000MT & PM#3-43,500MT.

The production quantity is only tentative and may vary on either side as per the production and market conditions.

1.Anionic trash catcher (ATC); 2.Alkyl ketene dimer (AKD); 3. Retention aid (C-PAM+A-PAM, either powder or liquid form as per requirement) (Cationic poly acrylamide+ Anionic poly acrylamide); 4. Suitable secondary flocculant; 5. Biocides: 6. Surface sizing chemical & 7. Any other Chemical required for supplementing the above process (Biocide for surface size starch).

The aim of alkaline sizing is to maintain the cobb and retention as per required norms without affecting the runnability of the machines and hence the supplier can feel free to choose the specialty chemicals at their choice to achieve the requirement.

If any of the chemicals given in the list mentioned in the PO is not used (or) partially used either by the TNPL or by supplier without affecting the quality norms and machine runnability to achieve the target retention, the supplier is eligible to get the agreed package cost as per the Terms of Payment in Annexure II.

Consumption of chemicals to be recorded on day-to-day basis and consumption report of previous month to be submitted by vendor's representative before 5th of consecutive month positively.

Using of C-PAM,A-PAM, and Secondary flocculants should not cause blotches and chemical lump breaks in paper and should not affect the machine runnability.

BIOCIDE:

The vendor shall arrange for a compatible biocide program which shall include

  • Anti Slime Agent (Biocide)- Oxidative biocide(bromine/clo2 based)
  • Shall Control the micro-biological count in the system below 104
  • Shall ensure that there are no breaks on account of slime and regulate the caustic boil out frequency at not less than once in 60 days and acid boil out frequency not less than once in 90 days.
  • Shall be inert and do not affect the performance of other additives.
  • The biocide should be effective in eliminating foul smell emanating due to the use of various paper making fibers and chemicals, from the system and paper.
  • In case the biocide used is ineffective in controlling foul smell, the vendor shall add alternate chemical except hypo to alleviate the foul smell in the system & in the paper at their own cost. The chemical added should not affect the system.
  • The Biocide addition should be controlled through ATP (Adenosine triphos phate) value. The vendor should possess the ATP test kit and the biocide used should be able to kill 75% of the microbial population where the ATP is tested. In other words, the dosage of biocide should be different at different points and should be dictated by the ATP level.
  • Further, the vendor should bring ORP meter to estimate the residual chlorine level in the system through ORP measurement.
  • The ORP testing equipment must be in good working condition.
  • In case the biocide is ineffective to control the ATP, vendor shall change the quality of biocide.
  • Even if the biocide is functioning good, vendor shall change the biocide supplied once in 6 months for effective control of microbial population.

EQUIPMENT:

Chemical preparation and dosing system for AKD/ATC/Micro/Nano particle/Biocide with Flow Meters, interchangeable duplex filters and spares with pipe fittings and clamps, with necessary I/O terminals to connect to machine DCS.

The AKD & other chemicals dosed to machine should be free from wax lumps and other suspended matters. Appropriate filters may be provided to prevent this.

  • Vendor should bring all the equipments, tanks, dosing system, pumps, Flow meters, DCS link modules, Mixers, agitators, spares and other maintenance equipments for each machine separately. All the chemicals should be prepared separately for individual machine at their areas.
  • The equipment and pumps should be having adequate capacity for dosing the optimum chemical for the individual machines.
  • Vendor should bring the necessary spares for his equipment to ensure the trouble free operation of his equipment.
  • Vendor should posses suitable standby pumps and other auxiliaries (VFDs, flow meters, suitable hoses and pipe fitting spares) for trouble free operation of system and uninterrupted dosing of chemicals to the system.
  • Also the vendor should bring their maintenance personnel to attend to the problems occurring in their system immediately.
  • The vendor shall provide appropriate duplex filter strained with fine mesh at the following points to take care of polymer lumps causing blotches.
    • At the outlet of RDA preparation tank
    • At the outlet of Polymer preparation tank
    • At the outlet of RDA & polymer dosing pump and before inlet of RDA & polymer dosing point
    • Any other chemicals given in the scope duplex filter to be provided before addition points.
  • In case of any damage caused to the TNPL system due to faulty and wrong operation, the cost of repair shall be debited to the vendor's account.
  • Maintenance of the preparation and dosage equipments and spares for the system are under the scope of the vendors.
  • Standby filters and pumps are to be made available in the working condition by the vendor.
  • Equipments brought by vendor must be in healthy condition for proper operation and to achieve required retention.
  • Vendor must ensure that preparation gpl of C-PAM & A-PAM, shall not be more than 2.0 gpl accordingly vendor has to brings his preparation and dosing equipments.
  • Vendor must ensure the capacity of preparation and dosing equipments to dose the maximum flow at minimum gpl without any flow fluctuation for better dispersion of chemicals.
  • Vendor should bring their own system for adequate preparation and dosing system for each machine separately.
  • Charge demand, dosing chemicals gpl is to be checked on daily basis with mini Lab at Paper machine wet-end.
  • Cross verification of all chemicals will be conducted by TNPL time to time.
  • The successful vendor must provide suitable high capacity preparation system to prepare the maximum 2.0-3.0 gpl of all retention chemicals to meet maximum flow requirement for achieving desired retention value.
  • Dosing gpl of APAM & CPAM should be 0.5 to 1.0.
  • All chemicals of all Paper machines must have duplex filters (for C-PAM&A-PAM- 2 or 3 stage duplex filters) are to be provided.

MANPOWER REQUISITE

The vendor should provide / arrange:

  • Technically skilled personnel to operate and maintain the dosing equipments of all the above chemicals in all three shifts.
  • A Technically qualified coordinator in General Shift and reporting to Engineer in-charge of the section. The coordinator must be available at station and maintain all the records regarding the retention program and produce the same on daily basis to DGM (Production)/AGM (Paper).
  • To depute General Shift representative to maintain the daily consumption report of chemicals and attendance particulars of the working crew.
  • To depute competent and technically qualified representatives on round the clock manning of dosing station and for coordinating with operating crew. (The representatives shall be approved by TNPL for their technical competency.) However separate manpower shall be arranged for biocide program on round the clock basis for monitoring the biocide flow.
  • To keep the complete maintenance of his equipment used for dosing the chemicals. In case maintenance is done by TNPL, vendor has to pay for the maintenance charge.
