The Ministry of energy pays great attention to reliability of generating facilities, planning and implementing maintenance activities.

The analysis of the implementation of plans of repairs of the main equipment of generating companies within the last 5 years have shown a trend of failure to plan. The most significant factor affecting the performance of the repairs, the exclusion of planned capital and medium repairs of the annual program - primarily due to the redistribution of the financial cost of unplanned (emergency) repairs on other equipment as well as performing additional repair work identified as a result of fault detection during planned repairs.

Existing legislation in the power industry allows you to make changes to the approved annual and monthly schedules of repairs and does not contain restrictions on transfer plan And paid at the wholesale market repair outages of generating equipment.

In the absence of normative documents that establish uniform mandatory requirements to organization of technical maintenance and repair of power plants, their operation, repair schedule, whose main task is the coordinated planning of outages of power facilities under the terms of the power system, becomes a document by which unscrupulous owners do not ensure the proper operation of generating facilities and the performance of its obligations, trying to minimize or eliminate penalties in the framework of the capacity payment.

According to the energy Ministry, these issues cannot be resolved through changes in regulations of the wholesale market and require complex regulation at the normative level. Currently in the final stages of work on the preparation of draft amendments to the Rules of a conclusion of objects of electric power industry in repair and from operation and Rules of the wholesale market of electric energy and power. Also developed the draft Rules of organization of maintenance and repair of equipment, buildings and structures of electric power stations and networks.

The adoption of these regulations will limit the ability to transfer unplanned shutdowns in the category of planned repairs, will create an economic incentive for timely planning and quality repair work, compliance with the planned volume of repair. It will also allow you to pay on the wholesale market of repairs of generating facilities only in those volumes which were planned at the stage of approval of the annual schedule of repairs and, accordingly, the value of repair and reducing power which were accepted by the energy community before the beginning of the year.
