Montenegro's economy ministry said that it is in talks with TOSYALI Holding about its offer to acquire Kombinat Aluminijuma Podgorica A.D. (KAP). On October 1, 2012, the economic ministry said that the government needs a new investor to provide a long-term solution for KAP's electricity supply, invest in the processing factory and make the bauxite mines near Niksic operational for KAP. The ministry added, “The Tosyali Group's representatives agreed that KAP's long-term future depends on the investments into the existing capacities and into a new energy source.

These are recognized as expenses that any new investor would need to undergo in the initial phase until a long-term sustainability model is found for the company.” The economy ministry added that TOSYALI's final offer will be subject to consideration by all relevant authorities which include Montenegro's government and parliament. Montenegro's government is also expected to discuss a possible takeover of KAP with Hamburger Getreide-Lagerhaus AG (HGL) in the next few days.
