Since 2022, people from Ukraine have been able to stay in Sweden under the 'Mass Influx Directive', but it has not been possible to register in the population register. After a change in regulations, it is now possible to apply to be registered in the population register and thereby get a Swedish personnummer.

Having a personnummer has almost become a prerequisite for living and working in Sweden. Many Ukrainians who have lived here for several years without being able to get a personnummer have had significant difficulties in day to day life due to not having one.

Conditions for Registration in the Population Register

To be able to apply for a personnummer, you must have had a residence permit under the 'Mass Influx Directive' for at least two years. To be sure of receiving the benefits and compensations that come with being registered in the population register, Ukrainians must get a decision by 1 November 2024. Those who receive notification of registration after that may be subject to different rules regarding benefits.

The Personnummer Enables E-Identification

One of the things enabled by being registered in the population register and having a personnummer is being able to obtain an e-identification like Freja+. Sweden is a digital society where e-identification is required for a wide range of private and public e-services.

Even without a personnummer, you can obtain Freja, but you only have access to a limited number of e-services. With Freja+, you get access to significantly more. Here's how to get Freja+:

  1. Apply to be registered in the population register
  2. Once you have received your personnummer, apply for the Swedish Tax Agency ID Card
  3. Download Freja and register with the Swedish Tax Agency ID Card
