CHANGE OF COMPANY SECRETARY AND

AUTHORISED REPRESENTATIVE

The board (the "Board") of directors (the "Directors") of The Hong Kong Building and Loan Agency Limited (the "Company") announces that Ms. Lai Wai Ha ("Ms. Lai") has tendered her resignation as the company secretary of the Company (the "Company Secretary") and authorised representative of the Company (the "Authorised Representative") under Rule

3.05 of the Rules Governing the Listing of Securities on The Stock Exchange of Hong Kong Limited (the "Exchange") with effect from 16 October 2019.

Ms. Lai has confirmed that she has no disagreement with the Board and there is no matter in connection with her resignation that needs to be brought to the attention of the shareholders of the Company or the Exchange.

The Board also announces that Mr. Cheung Yuk Chuen ("Mr. Cheung") has been appointed as the Company Secretary and the Authorised Representative in replacement of Ms. Lai with effect from 16 October 2019. Mr. Cheung graduated from the Hong Kong University of Science and Technology with a bachelor in business administration in accounting in November 1996. He is a fellow member of the Association of Chartered Certified Accountants, United Kingdom and an associate member of the Hong Kong Institute of Certified Public Accountants.

The Board would like to take this opportunity to thank Ms. Lai for her contribution to the Company during her tenure of the aforesaid offices and welcome Mr. Cheung on his new appointment.
