POLYMER COMPANY ACCREDITED WITH THE TITLE OF

NATIONAL HIGH-TECH ENTERPRISE

This announcement is made by YCIH Green High-Performance Concrete Company Limited (the "Company") on a voluntary basis.

The board of directors of the Company (the "Board") announces that YCIH Polymer Material Co., Ltd.* (雲南建投高分子材料有限公司) ("Polymer Company") has been successfully accredited as a "National High-tech Enterprise" in November 2019 and recently officially obtained the medal of "High-tech Enterprise" jointly granted by Science & Technology Department of Yunnan Province* (雲南省科學技術廳), Yunnan Provincial Department of Finance* (雲南省財政廳) and Yunnan Provincial Tax Service, State Taxation Administration* (國家稅務總局雲南省稅務局). Polymer Company will enjoy certain policy benefits associated with high-tech enterprise qualification for a period of three years commencing from 2019, including but not limited to a preferential tax rate of 15% for its enterprise income tax (the applicable enterprise income tax rate is 25% before the obtainment of the qualification of high-tech enterprise).

Polymer Company was established in September 2013 with a registered capital of RMB33,000,000.00. It specializes in the research and development, production, sales and technical services of polycarboxylate superplasticizer, one of the raw materials for concrete, and masters the synthesis and compounding technology for polycarboxylate superplasticizer with environmental- friendly functions that are suitable for local material characteristics. As at the date of this announcement, Polymer Company is a wholly-owned subsidiary of the Company.
