REYNOLDSBURG, Ohio (January 27, 2016) - The Ohio Department of Agriculture (ODA) will hold an open house and public meeting on February 29, 2016, on the draft Permit to Operate (PTO) and draft Permit to Install (PTI) for Arnold Road Farm, LLC. The open house will be held from 6:30 to 7:00 p.m. followed by the public meeting at the Darke County Commissioner's Office, 520 South Broadway, Greenville, OH 45331.
The department will provide an opportunity for recording public comments concerning the draft permits. Oral comments can be made in person and on the record at the public meeting. Written comments must be received by ODA no later than 5:00 p.m. on March 7th. Comments must be delivered or mailed to ODA Division of Livestock Environmental Permitting (DLEP), 8995 East Main Street, Reynoldsburg, OH 43068. Comments received after March 7th will not be considered by the Director before making a determination on the permit.
The draft permits can be reviewed and/or copies made at the Division of Livestock Environmental Permitting (DLEP) office at: A.B. Graham Building, 8995 East Main Street, Reynoldsburg, Ohio 43068.
Arnold Road Farm proposes a swine finishing facility to be located in Darke County, Greenville Township, on Arnold Road between Beanblossom Road and Children's Home‐Bradford Road (a mailing address would be determined once a driveway permit is issued) in Greenville, Ohio. It would be owned and operated by Rodney Drew, Ric Drew, Richard Drew and Randall Drew and situated in the Upper Great Miami River Watershed.
The draft PTI proposes to construct two swine finishing barns, which would house 4,000 swine weighing more than 55 pounds each, for a total design capacity of 8,000 head. The swine barns would each have a concrete pit below the floor to provide 1,767,119 gallons of storage for liquid swine manure, or over a year's worth of storage. The facility would also have 4,400 cubic feet of solid mortality compost material storage, or well over a year's worth of storage.
Plans are for all of the mortality compost material and about 75 percent of the liquid manure to be land applied under the control of the facility on 909 acres of farm land in a crop rotation of corn and soybeans. The remaining 25 percent of the liquid manure would be distributed to and utilized by a cooperating crop farmer to recycle the organic nutrients as an alternative to commercial fertilizers on 300 acres of farm land in a crop rotation of corn and soybeans.
The draft PTO includes plans to manage manure nutrients, prevent and control insect and rodent problems, handle emergency situations, and properly dispose of mortality losses. The PTO also includes an Operating Record that provides the forms and information that must be maintained by the facility to comply with ODA rules and the permit.
