NGSA Says Natural Gas Essential to Achieving Clean Power Plan Objectives


(Washington, D.C.) - In comments filed today at the Environmental Protection Agency (EPA), the Natural Gas Supply Association (NGSA) said the use of natural gas-fired electricity is essential to sustainable, cost-effective achievement of the Clean Power Plan's goals and advocated for a plan that is compatible with competitive market principles.


Jenny Fordham, senior vice president, NGSA said, "It's clear that natural gas is essential to achieving the Clean Power Plan's goals in a reliable, sustainable and affordable manner. But in order to be workable for states and power industry participants, the CPP also must allow for three key competitive market principles: flexibility; fuel and technology neutrality; and efficiencies stemming from interdependencies among markets."


In its comments, NGSA wrote that "Energy reliability and affordability will be at the heart of any long-term carbon reduction initiative. Achieving both depends on one thing - sound competitive market signals.


"The following foundational principles are essential to preserving competitive market signals through the federal implementation plan and model rules," wrote NGSA. NGSA said the plan must:

  1. Maximize implementation flexibility so that states can meet their goals with the lowest long- term cost while minimizing the impact on future economic growth;

  2. Establish fuel-neutral, technology-neutral set asides and Emission Reduction Credits; and

  3. Foster the benefits and efficiencies that stem from interdependencies among markets.
