MRS. M. DIMITROVA-BEACHER: WE WILL OPEN ALL PROCEDURES BY MARCH TO CONTRACT THE OPAC BUDGET THROUGH END-2013

Representatives of municipalities were made familiar with the new option for financing

"We will open all procedures by March so as to contract the budget of Operational Programme Administrative Capacity by end-2013. We will thereafter focus on project monitoring and reporting. Almost 77% of Programme funds have been contracted, with almost 40% having been paid". This is what Mrs. Monica Dimitrova-Beacher, head of the Managing Authority of OPAC, said at the opening of the information day concerning the new procedure for municipalities.

This new procedure is under sub-priority 1.1 "Effective structure of public administration", budget line BG051PO002/13/1.1-07. Regional administrations may apply thereunder and its cost is BGN 1 million. It is aimed at optimizing the structure of regional administrations so as to achieve greater effectiveness and avoid any over-lapping functions, for example outsourcing of activities. Its procedure has been planned in such a way that the toughest regime for selection of contractor to be public invitation. That is why the maximum period for project implementation is 12 months. The project cost varies between BGN 20,000 and 90,000. The deadline for submission of calls for proposals is 5.30 p.m. on 29 March 2013.
