Tsay had been both general partner and managing director of PTI Ventures' operations in Taiwan from 1997 till February 2003; since March 2003, Tsay has become the general partner of PTI Ventures U.S..
Tsay has more than a decade of experience in the general management and product marketing fields, and is a specialist on investment in U.S.
and Asian IT-focused companies.
Between1991 and 1995, he was a computer industry analyst in Market Intelligence Center/ Institute for Information Industry (MIC/III), a market research organization sponsored by the Taiwanese government, where he led a research team for IT industry analysis.
He has published works in a number of leading trade publications focused on IT product trends.
Prior to his work with MIC/III, Tsay served for two years as engineer with Taiwan's Electronics Research & Service Organization/Industrial Technology Research Institute (ERSO/ITRI).
He currently sits on the board of directors of SiPix Group and nSTREAMS Technologies, Inc..
Tsay holds a BS in Chemical Engineering from Tamkang University in Taiwan and an MS in computer science from the University of Massachusetts.
