The parcel market is picking up for PostNL. Volumes were 4.6 percent higher last quarter, thanks in part to strong growth among international customers. Mail volumes were 12.5 percent lower.

Revenue, however, was lower at 765 million euros. EBITA was only 7 million euros, although that was better than the loss a year ago.

The combination of the sharp decline in mail volumes and a further shift to non-24-hour mail, together with high labor costs, has created a negative result for Mail in the Netherlands. It is clearly time for change, states CEO Hanna Verhagen. 'Our plan is to change the mail service to delivery within two days and over time within three days.'

To make this possible, an amendment to the law is needed. The Minister of Economic Affairs is in charge of that process.

PostNL does already adjust the rates for sending letters as of July 1. The rate of a stamp for letters in the Netherlands will be 1.14 euros, which is now 1.09 euros.

The price for sending ordinary parcels remains the same.
