The General Assembly Meetings of NOC-owned companies and presentations of the activities of the joint-venture companies continue at National Oil Corporation headquarters in Tripoli. The Annual General Assembly Meeting of Mellita Oil & Gas B.V. Libya was held on Sunday 3 January 2016. Mr. Abulgasem Shengheer, the Acting Chairman of NOC, Messrs. Elamari Mohamed Elamari and Jadalla Hamed Alaokali, Members of the Board, attended the meeting. The meeting was also attended by the Chairman of Mellita Management Committee, Messrs. the Members of the Management Committee of the Company and a number of general and department managers of NOC and the Company, in addition to the Personnel Committee and the Monitoring Authority. The aim of the meeting was to review the Company activity during 2015 and its work program for 2016.

The Acting Chairman opened the Meeting by a speech in which he referred to the exceptional circumstances that the Oil & Gas Sector is going through, and to the efforts that the Company and its employees are exerting in order to ensure the continuation of work in the industrial complex, the oil port and the offshore fields affiliated to the Company. He also reminded of the Company's positive role and the significance of continuing its activity in order to supply the coastal line with the required quantities of gas and the effect of such work on the production of electricity and the provision of liquefied petroleum gas to the local market.

Mr. Acting Chairman also shed light on the difficulties and problems that faced the Company including illegal immigration at the offshore platforms, the continued closure of Alfeel and Abu At-tofel fields. He also referred to the closure of crude oil transportation line in Aljabel because of the security deteriorated situation, as well as the volume of damages affected the Company headquarter because of the incident the Company had last year.

The presentation started by illustrating health, safety, environment and quality department activities, a summary of the department accomplished works, statistics of the incidents that the Company fields had as well as the security fortifications that the Company implemented during 2015. After that an illustration of geological and reservoir engineering activity was presented explaining the potential crude oil and gas production, followed by the activity of the developmental drilling, wells maintenance and the activity of production department for the year 2015 in addition to the daily production rates and oil and gas possible production for the year 2016.

The presentation also dealt with the activity of projects and developing program department, a summary of projects under progress, besides reference to the problems and difficulties that prevented the Company from the completion its plans and projects. This was followed by the operating budget of the projects, the capital budget, the actual expenditure, the developing program for 2015 and the proposed operating and capital budgets for 2016.

At the end of the meeting, the attendants listened to the report of the Monitoring Authority and discussed a number of comments related to the Company activity.

Messrs. Chairman and Members of the Board appreciated the efforts made by the Management and employees of the Company confirming that the Company has been performing its duties perfectly well in order maintain the continuation of production despite the lack of resources and inexistence of the appropriate work environment, insecurity and instability of the country.

The Members of the Board also urged the Company to resume responsibility under such exceptional circumstances that the Oil Sector goes through, limit expenditure, take in consideration the appropriate priorities to raise production, maintain the equipment and production tanks in Abu At-tofel field and the facilities and provide the essential spare parts and operation equipment to ensure the continuation of work. The Chairman and Members of the Board also wished the Company and its employees all success and prosperity in the next new year.

In the Second Session

Messrs. Chairman and Members of the General Assembly held a meeting with Messrs. Chairman and Management Members of Petroleum Training and Qualifying Institute to review the Institute activity in 2015 and its objectives for 2016. The meeting was also attended by a number of general managers and managers of NOC and the Institute in addition to the Monitoring Authority.

The meeting started by a speech in which Messrs. Chairman and Members of the General Assembly welcomed the attendants. Mr. Abulgasem Shengheer, the Acting Chairman, asserted the Institute's effective role in graduating technicians qualified to work in the oil and gas sector and the Institute's contribution to providing with the skilled and qualified manpower which the sector needs in implementing its various projects.

He also indicated that the Institute still performs its duties despite the difficulties and challenges that it faces and despite the limited resources at its disposal.

On his part, Mr. Ali Ed-deeb, the Chairman of the Management Committee of the Institute thanked sincerely the Chairman and Members of the General Assembly and appreciated NOC continuous support to mitigate the Institutes difficulties and stand by it during the past period. He stated that the Institute was doing its utmost to perform its duties according to the applicable plan and in a satisfactory way.

After that, an illustration of the activity of the manpower, the Institute organizational structure, a summary of the financial position and revenues of 2015 was given. The presentation also included the operational budget and the proposed capital budget for the year 2016.

At the end of the meeting, the attendants discussed the Institute's plans regarding the developmental program and the problems that prevented the Institute from performing its objectives. Emphasis was put on the importance of investing and developing the human resources and considering the comments mentioned in the meeting.

Messrs. Chairman and Members of the General Assembly urged the Institute Management to make plans and schemes that contribute to developing the Institute facilities and training equipment and to improving the curricula, developing training and qualifying methods in order to upgrade the Institute levels of graduation as soon as the crises breaks through.
